The Collier County TDR Program within the Rural Fringe Mixed Use District establishes a method for protecting and conserving the most valuable environmental land, including large connected wetland systems and significant areas of habitat for listed species, while allowing property owners of such lands to recover lost value and residential development potential through an economically viable process of transferring such rights to other more suitable lands.
